SYDNEY AREA HEALTH and SAFETY MEETING ...
April 17, 2007 #4

ATTENDANCE:

Ken McKillop - CUPW New Waterford
Robert Garnier - CUPW North Sydney
Lew Palmer - MGT., Co-Chair
Robert Kingsbury - MGT., Sydney
Paul Ashe - MGT., North Sydney
Dan McCormick - CUPW Sydney

The agenda was reviewed and it was agreed that agendas should be posted on the Health & Safety bulletin boards in all facilities.

OLD BUSINESS:

NORTH SYDNEY:

  • The moving of the scanning table is still in process as a result of various contractors involved.
  • Dave Fillmore will send another e-mail to the Real Estate Manager in Halifax regarding the diminutive size of the ladies washroom and whether funding can be raised to make any alteration if it is determined that is required to meet all codes.

GLACE BAY:

NO OLD BUSINESS

NEW WATERFORD:

NO OLD BUSINESS

SYDNEY:

  • Fatigue matting has now been installed at Letter Carrier cases #'s 9, 10, 15, 20, and 35.
  • The problems with the expanding cracks on the dock have been addressed, corrected and sealed. Another excellent application by McGuire's.
  • The area of 109 to 275 Welton St. is still to be inspected by Andrew Gingell and Lew Palmer to assess Health & Safety concerns about no city sidewalks and the hazards as a result.

STATION "A":

NO OLD BUSINESS

NEW BUSINESS:

NEW VICTORIA:

  • Ken MacKillop has indicated that there have been incidents of vandals loitering in the perimeters at the New Victoria Postal Facility. The Police have been advised. It was asked if Canada Post should not consider installing an emergency type "panic" button for such facilities that are regularly staffed by one employee. It was suggested that such an alarm button could be linked to the same alarm connected to the vault.

NEW WATERFORD:

  • Matting has been requested in the handicapped washroom to stand on when the need arises to install or extract leg braces. Ken will address.
  • The hand bar adjacent to the toilet to be moved to preclude the current crowding. Ken will address.
  • The floor drain in the same washroom is considered set too deep. Ken will address.
  • The water quality of the drink fountain is being questioned with regard to taste and odor. Ken will confer with LBJC to ensure that the contractor is maintaining the filter change program.
  • LBJC will also be asked to look at the feasibility of installing ventilation in the washrooms.

NORTH SYDNEY:

  • Lack of ventilation in the washrooms in another issue for LBJC to investigate.
  • It was suggested that there is no conclusive evidence that the recent rodent problem in the clothing storage area has been eradicated. Paul advised that LBJC had the exterminator in on three occasions and the issue is being monitored. A memo will also be posted to remind everyone to ensure no food items are left in bunks or lockers, including dog biscuits.
  • Robert Gamier suggested that all Health & Safety bulletin boards should display standard items: v.i.z. - Canada Labor Code, Terms of Reference, List of First Aiders, etc. Each committee rep. is asked to confer with the facility Supervisor for access to these documents and then the rep can post them.
  • Robert Gamier raised the on going issue with vandals knocking over our street furniture. The new National street furniture design program is still in process; but in addition, it was indicated that Newfoundland has worked out an agreement with the Provincial Utilities whereby relay boxes and SLB's can be secured to the utility poles. Lew Palmer will communicate with the appropriate parties in Halifax to see if CPC might consider initiating a similar agreement with Nova Scotia Utilities.

GLACE BAY:

NO NEW ISSUES

SYDNEY:

  • The new LR7A stacker/walker/rider fork lift on the dock was red tagged over the week-end as a result of a bent fork and should not have been moved. Not only had it been moved last night but it was seen being used. Rob Kingsbury will issue an Info Book Memo Warning of the danger of doing so and the discipline that would follow.
  • Glace Bay, New Waterford and North Sydney each have one Health & Safety committee member and one alternate. The issue was raised that Sydney, in order to have proportionate representation, should have both Dan McCormick and Andrew Gingell in attendance at the meetings. To do this would be to impact on the staffing for two carriers every meeting rather than one. Lew and Rob will discuss this with Dave Fillmore.

SAIR REPORTS:

LOG #67734 - carrier claims to have slipped on sidewalk ice twisting right ankle - no loss time.
COMMENT - we must always ensure proper footwear is used and seasonal precautions ensured.

Next meeting is tentatively set for May 8, 2007 at 1:00pm SHARP.
